Statutorily Required Reports

The Wisconsin Department of Health Services (DHS) is statutorily required to create one-time, quarterly, annual, and biennial reports on behalf of the agency. DHS is required to provide these reports and information to the legislature and governor. DHS is also required by statute to post reports and information created by partners to its website.

Wisconsin Stat. § 255.15(4)

(4) Reports. Not later than April 15, 2002, and annually thereafter, the department shall submit to the governor and to the chief clerk of each house of the legislature for distribution under § 13.172 (2) a report that evaluates the success of the grant program under sub. (3). The report shall specify the number of grants awarded during the immediately preceding fiscal year and the purpose for which each grant was made. The report shall also specify donations and grants accepted by the department under sub. (5).

Mandate: Law Enforcement Officer Virtual Behavioral Health Crisis Care Pilot Program (PDF)

(a) The department of health services shall establish a pilot program to implement virtual behavioral health crisis care services for use by county or municipal law enforcement agencies in the field to connect law enforcement officers who encounter persons in crisis to behavioral healthcare services. (d) The department of health services shall collect all of the following information as of March 31, 2025, for the pilot program under par. (a), and report it to the joint committee on finance by May 1, 2025: 1. For each participating county or municipality, how much money was received under the pilot program and how much money was contributed by the county or municipality. 2. Which counties and municipalities participated in the program. 3. The number of law enforcement officers that were equipped with the services provided under the program. 4. The number of incidents in which the services provided under the program were utilized. 5. Of the incidents in which the services provided under the program were utilized, the number that were predicted to otherwise have resulted in an involuntary commitment. 6. (2). (b) The amounts the department paid each health maintenance organization under s. 49.45 (59) (a). (d) The total amount of payment increases the department made, in connection with implementation of the hospital assessment under sub. No later than January 1, 2020, and biennially thereafter, that the Department submit to JFC, the chief clerks’ offices and to the health or public benefits committees a report that identifies the number of MA members who received services under the pilot program, an estimate of the potential reduction in health care costs and ER visits due to the pilot program, the feasibility of continuing the pilot project and expanding in specific areas of the state or statewide, the amount of money distributed under the project and an explanation if not all funds were distributed, and an analysis of Medicaid member populations who received services under the pilot program and populations who were not enrolled but who may benefit from participation.

Wisconsin Emergency Medical Services State Plan, 2023-2024 (PDF)

Wisconsin Stat. § 256.08

(a) By December 31, 1995, the department shall prepare a state emergency medical services plan. The plan shall include an identification of priorities for changes in the state emergency medical services system for the two years following preparation of the plan. In preparing the plan, the department shall review all statutes and rules that relate to emergency medical services and recommend in the plan any changes in those statutes and rules that the department considers appropriate. After initial preparation of the plan, the department shall keep the plan current and shall reorder priorities for changes in the state emergency medical services system, based on determinations of the board.
